Health & Safety - Working on Highways and Verges (CPD) - trainers

The sessions will be delivered by APSE Associates Patrick Knowles and Richard Hayes, supported by Fiona Sutton-Wilson, Head of APSE Training.
 

Patrick Knowles

Paddy Knowles joined APSE as an Associate Consultant in 2021 following nearly 7 years as a Senior Consultant within the APSE Solutions team. Previously to this Paddy was one of two Waste Area Managers at Warrington Borough Council, responsible for managing the front-line operational waste and recycling collection services including health and safety, gaining, with credit, the NEBOSH General Certificate in Occupational Health & Safety in 2013. Paddy has worked in Local Government for 43 years with 30 of those within the Street Cleansing / environmental services / waste management sector.

Paddy started his waste management career at Newcastle under Lyme Borough Council and has previously worked at Shrewsbury & Atcham Borough Council, High Peak Borough Council and the City of Stoke on Trent, where he was the Waste Services Manager, responsible for the Cities waste collection and disposal functions.

 

Richard Hayes

Richard is a Chartered Engineer and an Honorary Fellow of the Institute of Highway Engineers (FIHE). He provides a range of professional services to the highway industry. He is also engaged as a professional Consultant to the Institute of Highway Engineers (IHE) and has represented the Institute in several highway issues, including the publication of the guidance document Well Managed Highway Liability Risk and the National Winter Services Research Group’s (NWSRG) review of winter services guidance, which was published in early 2019.

Richard was also responsible for the development of the IHE/NWSRG approved training and competency-based assessment for Winter Service Decision Makers, which he currently delivers on a regular basis. 

Richard has over 40 years’ experience in delivering local highway services with several local authorities including responsibility for the highway maintenance activity in Northumberland County Council and Stockton on Tees Borough Council.
