Information for Delegates

Climate change, energy transition and sustainability remain critical policy priorities across the UK, alongside the ongoing challenges of heating homes and responding to the cost-of-living crisis. Housing and building maintenance services play a central role in addressing these pressures, particularly in supporting the decarbonisation of housing stock. This work is set against the backdrop of Scotland’s National Housing Emergency, declared in May 2024, and the Scottish Government’s Housing to 2040 strategy, which aims to deliver 110,000 affordable homes by 2032. However, at a time of increasing financial constraint, local authorities face growing challenges in supporting national government to deliver these ambitious objectives.

This seminar brings together expert speakers to examine a range of critical issues currently shaping the building and housing sector. The programme will cover social housing regulation and standards, including emerging requirements such as Awaab’s Law, with insights from Brodies LLP. Helen Shaw from the Scottish Housing Regulator will also address asset management and stock quality, alongside key considerations ahead of forthcoming ARC submissions.

The session will additionally include input from the National Access and Scaffolding Confederation (NASC) on compliance and best practice for working at height. Attendees will gain an overview of the current building maintenance market and explore how local authorities are setting affordable housing priorities through their Strategic Housing Investment Plans (SHIPs). As well as discuss how councils are progressing heat decarbonisation and energy efficiency through the development and implementation of Local Heat and Energy Efficiency Strategies (LHEES).

Recognising the importance of skills in delivering these ambitions, the programme will also review the green skills landscape with Skills Development Scotland. Delegates will hear case studies highlighting local authority approaches to workforce multiskilling from South Ayrshire Council, we will be discussing VOIDS and the many challenges that this area brings, as well as the value of APSE Networks in supporting service improvement and sharing best practice across the sector.

This event provides a valuable platform for delegates to share best practice, network with peers, and gain insight into how organisations across Scotland are responding to the challenges facing the sector. Day one will conclude with the National Apprentice of the Year Awards, held following the annual dinner, celebrating the achievements of apprentices and councils and recognising their outstanding contributions over the past year.
