It was not so long ago that major utilities sat within local authority ownership and control, reflecting their role in public health issues such as the supply of clean water and sanitation. Over a number of decades this has changed. However, as the global threats of climate change and energy shortages continue to grow, local authorities are increasing looking at the developing prospects of municipal energy.
