APSE Energy and The Renewable Energy Association are running a workshop focussing on The Merton Rule at the City of York Council offices on 24th February 2017.
Our intention is to raise the profile of the Merton Rule so that as many local authorities as possible are using relevant powers within the development plan process.
This is an opportunity to learn about the principle and practicalities of The Merton Rule, to hear from other local authorities, to discuss and ask questions.
Speakers include Ray Noble (Associate, APSE Energy and REA), Martin Grainger (Head of Strategic Planning, City of York Council) and Steve Cirell (Associate, APSE and REA).
The workshop will cover topics including an overview of the Merton Rule, interpretation and problems; a case study of problems and barriers in York and how the Council is addressing them; linking the Merton Rule to the wider planning process, what LA powers are available, what can be included in development plans, enforcement, engaging with developers and good practice examples.
There will also be an opportunity for a group discussion.
