The UK Government’s consultation on Reducing the Prevalence of Private Estate Management Arrangements seeks to address the growing challenge of unadopted infrastructure on new housing developments – where roads, drainage systems, green spaces and other shared amenities are maintained by private companies rather than by public authorities. The consultation explores major reforms including increasing public adoption of estate amenities, introducing common standards, considering mandatory adoption for certain infrastructure, removing perverse financial incentives for non-adoption, enhancing transparency and data, and strengthening protections for homeowners and local stakeholders.
This online meeting will bring together local authority officers and elected members to:
• Reflect on the potential impacts of the proposals for councils, residents and developers
• Share experiences and challenges in adoption processes and managing unadopted estates
• Explore how reforms could affect planning, local budgets, community outcomes and consumer fairness
• Gather insights to inform a collective APSE response before the consultation closes on 12 March 2026.
