RSC1121 - Automatic vehicle washes - 241219

A member authority is enquiring about automated vehicle wash facilities. They are particularly interested in the following:

  • Does anyone have/use an automated vehicle wash primarily with a capactiy of 26 tonne RCVs?
  • Could you provide the make and model of such a wash machine?
  • The pros and cons and any limitations?
  • Has it proved beneficial in relation to cost saving?

RSC1120 - Loading of Two Wheeled Bins Onto A Vehicle At The Same Time - 161219

A member authority is enquiring whether any local authorities allow their waste operatives/loaders to load two wheeled bins at a time onto a refuse vehicle, or are they limited to one wheeled bin?

If you do allow operatives to load two bins, do you provide your waste collection loaders with specialist training to ensure that this practice is carried out safely?


RSC1119 - Recruitment of Refuse Drivers and Loaders - 131219

This APSE member authority is considering the recruitment of refuse drivers and loaders.

They would be interested to hear from other authorities about your recruitment processes. In particular:

1. Have you had difficulties in recruiting and retaining staff into these posts?

2. Do you have an upskilling programme in place - including on the job training opportunities?

3. Did you review pay and grading including market conditions in the locality?

4. Have you adopted any particularly successful approaches to this issue and if so would you be willing to share your ideas?


RSC1117 - Refuse collection of purpose built student accommodations – 091219

An APSE member authority would like information regarding refuse collection of Purpose Built Student Accommodations. 1. Is this collected as domestic waste and at no charge? 2. Or is it collected as commercial waste and a charge applied to the operating company? 3. If so what legal advice has been given in regards to legislation? 4. Would any authority be willing to share information such as committee papers, legal advice etc. on this matter?


RSC1116 - Chewing gum bins - 091219

A member authority is considering deploying 15 Gum Drop bins in the City Centre in an effort to reduce staining on the streets. They are interested in whether any other authorities have used them and what the results were, any lessons learnt are welcome? Also they have chosen Gum Drops to avoid complaints of unsightliness or hygiene that might arise from gum boards around the city centre, but if any authorities have preferences for boards then any help understanding why would be greatly appreciated.


RSC1115 - In - House or contracted out waste service data - 031219

A member council is seeking to know whether other authorities waste services are delivered in house or contracted out. If they are contracted out they would like to know the following • Total budget spend for in house delivery • Cost of outsourced contract • Number of properties in district or borough • Waste service provided (e.g. twin bin, glass, garden, food waste) • Benefits and challenges of outsources services We appreciate some of this information may be commercially sensitive, however any information would be gratefully received.


RSC1114 - Reviewing environmental services - 031219

A member authority is currently looking at the operation of its environmental services department. They would be interested to hear about the following:

  • Are any authorities taking, they feel, and innovative approach to environmental services in general but particularly street scene services?
  • Does anyone have any innovative delivery models (service delivery e.g. shared services, Tekals, bringing service back in house) they’d like to share?
  • Likewise is anyone doing anything that’s innovative in the field of technology or digital models within the environmental services field?
