RSC1384 - Container Charges

A member authority would be interested in hearing from any authorises that apply a charge for containers (bin, bag, sack, caddy etc for household waste collections). They would be interested in knowing:

• If you apply a charge – what is the cost? Do you have different costs depending on the type of containers?

• Do you apply charges for all containers requests –e.g., additional, replacement and new build property bins?

• How do you calculate the charge? Eg does it include Admin/Delivery/Cost of containers? A breakdown would be fantastic if anyone is willing to share.

• Does the container remain the property of the LA or pass to the resident? If remaining as a LA asset, do you include the actual container cost?

• What if someone is not willing to pay? Can they purchase their own containers?

 

RSC1383 - Recycling campaigns web engagement

A member authority is looking to update their landing page to promote their campaigns more. They currently have an ‘About us/ Contact us’ button on the homepage – which then has a link to their campaigns list, but it’s not very engaging and it only receives a handful of clicks each month with most of them looking for contact details for districts and boroughs. Recycling centres and bin collections are main reason why residents visit their pages, but they would love to see what other authorities call your site, how it looks and those all-important stats showing user engagement. Details of what you call your campaigns page would also be useful.

 

RSC1382 - Fixed Penalty notice fines – littering & waste

This Council is considering what level of fine to adopt for fly tipping and litter dropping within the maximum fines available that came into force from 1st October 2023. They are about to roll out alternate weekly residual and kerbside recycling, with weekly food waste collections. They anticipate more dumping of domestic waste in and around litter bins a result. The Council are considering the following approach

The maximum amount that could be fined for those:

  • Caught fly-tipping will increase from £400 to £1,000 – with a reduced penalty of £500 for offences involving waste quantities equivalent of up to 3 domestic rubbish sacks – no early payment discount.
  • Who litter or graffiti will increase from £150 to £500 – with an early payment discount to £200 if paid within 2 weeks for littering offences only.
  • Who breach their household waste duty of care will increase from £400 to £600 – no early payment discount.

What would your concerns about this approach be, and what have you implemented in your Council?

Do you consider the dumping of domestic waste in litter bins as a fly tipping or duty of care offence?

 

RSC1381 - Litter Bin Sensors

A local authority is considering the introduction of bin sensors for their street litter bins and are keen to hear from another member authorities currently using sensors. In particular they would like to know what benefits you have achieved through using bin sensors in standard litter bins.

 

RSC1380 - Street cleaning and night time economy

A member authority is looking for information on how towns and cities with significant night time economy activity ensure provision for street cleansing in urban areas during evening/night time hours (preferably from large metropolitan borough cities and towns of a similar and greater size to the borough of Barnsley (~250,000, ~40 square km urban area)

 

RSC1379 - Reducing the provision of HWRC's

A member authority is currently starting a consultation to potentially reduce their HWRC provision therefor they would be interested to know if there are any other authorities who have recently done this that could share some examples of EIA assessments for the above. They would like to use examples of other authorities who have done the same in the Environmental Impact Assessment

 

RSC1378 - Body cams for street scene staff

APSE has received a request from a member authority whose Streetscene team (kerbside collections, litter bins/ picking and grounds care staff) are asking for bodycams as they are reporting an increase in unacceptable behaviour from the public. The enquiring authority already has CCTV in some urban areas, e.g. parks and around the refuse vehicles but this does not capture all incidents, and in addition the authority’s civil enforcement officers do wear them. Do any other councils use bodycams for their frontline workers or even considered similar? If so, did they find them any use in deterring poor behaviour?

RSC1377 - Task and Finish Agreements

A member Council operates an in-house recycling & waste collection service, with staff subject to terms and conditions as agreed in a local agreement. The local agreement permits a task and finish approach to work, with caveats relating to expectations in the event of vehicle breakdown and stand down of collection rounds. Hours worked in excess of daily contracted hours are paid at an enhanced overtime rate. The Council are seeking to review the terms of the local agreement and would be keen to hear from other local authorities regarding their experience of similar custom and practice/terms & conditions for their frontline service staff. They are interested to receive answers to the following question:

1. Do you have a local agreement (verbal or written) in place for any of your frontline service operations?

• If no - Have you previously considered or had one?

2. Does the agreement form part of staff terms and conditions of employment?

3. Are You happy to provide a copy of the agreement?

• If yes - thank you for your time and the information provided.

• If no - please can you answer the following questions:

4. How is overtime treated under the local agreement, does it apply to hours worked over and above the contracted 37hrs a week or 7.4hrs per day?

5. How does the local agreement benefit your organisation and its staff?

6. Do your local agreements feature task and finish, and if so, to which groups of staff does it apply?

7. Is the local agreement applied differently to agency/non contracted staff?

RSC1376 - Cost of litter picking National Highways in your area

A member authority is of the understanding that, as a local highway authority they are responsible for sweeping and litter picking and National Highways roads that run through their boundaries. They are finding that this is extremely expensive work to undertake due to the level of traffic management needed and it is often difficult to undertake as National Highway will not permit daytime working. Consequently they are therefore enquiring if any other authorities had found ways to overcome such issues

 

RSC1375 - Bringing bulk collection back in - house to facilitate reuse/resale

A member authority may be taking back in-house their bulky item service.

Their contractor is looking to pull out of the current contract because of costs associated with claims of damage caused when carrying furniture outside during collection.

The member authority is aiming to collect as much as possible which is suitable for reuse/resale as a contribution to waste reduction, so collecting from inside the property, rather than have the resident get the furniture outside themselves to sit in the weather is important.

They would like to know:

• Do any councils collect furniture for reuse/resale themselves or through contractors?

• How to others deal with allegations of damage, and if body worn cameras may be a solution.

They would be pleased to hear about any experience or insight which they would find useful?

 

RSC1374 - Introducing a new subscription based garden waste collection scheme

A member Council would like to hear from any authorities who, since 2017, have introduced a subscription based garden waste bin collection service without already having a free or heavily subsidised garden bin collection service in place? We would be interested to hear what the uptake from residents was over the first couple of years of the scheme and what communications/promotions you did to encourage this take up?

 

RSC1373 - Insurance Claims against Refuse Collection Vehicles

A member authority is experiencing a high level of insurance claims against their Refuse Collection Vehicles (RCVs) The are interested to learn from other authorities.

• What are your top tips for reducing insurance claims against RCVs?

• Do your drivers receive regular retraining or following an incident?

 

RSC1372 - Waste staffing structures

A member authority has a waste supervisor supported by two drivers who 'act up' into the position of supervisor as and when required. In recent years they have put more tasks onto the acting ups to assist the supervisor i.e. training new starters, monitoring etc. Would other members be able to share their waste operational structure show supervisor and business resilience arrangements

 

RSC1371 - Abandoned Shopping Trollies

A member authority is currently in consultation to introduce charges for abandoned shopping trolleys in the borough and is enquiring whether any local authority which currently have this in place would be able to share data, so that we can discuss their processes and the administrative process behind the scheme. Some of the information we are looking to find out is:

• How do retailers sign up

• How do your team log what’s been collected

• How do we invoice etc.

• How do we communicate to retailer

 

RSC1370 - Shift patterns for waste & recycling services

This local authority is interested to know what shift patterns other member authorities are operating within Waste & Recycling services? In particular they would be keen to understand the pros and cons including setting up, managing and the reasons for implementing changes to work patterns.

 

RSC1369 - Time Banded Waste Presentation & Collection

A member authority is considering the introduction of time banded waste collections within its Town Centre to support delivery of improved street cleanliness, reducing fly tipping, removal of obstructions from roads or pavements and reducing vehicular movements at key times of the day all to improve the quality of the local environment. They are interested to hear from any local authorities that have adopted a similar approach to the management of waste and its collection. In particular:

  • Does your local authority have any time banding restrictions in place for the presentation and collection of waste? 
  • If not – Are you currently considering a similar initiative and what stage of planning are you at? If not, what are the reasons?
  • If yes - When was the initiative introduced and what were the aims?
  • What resources (project team) were assigned to the project (including any consultants)?
  • Which waste presentation types does the restriction apply to?

 

 

RSC1367 - Addressing Services – Moving from 110 litre to 240 litre street waste bins 

This local authority would like to know if any others have moved from small street waste bins 110 Litre to 240 Litre and any information that they may have. They would be interested in such things like:

• frequency of emptying if they had an increase or reduction in waste uplifted following their implementation

• if they reduced the amount of on street waste bins by introducing the larger capacity waste bin

• if any efficiency savings were projected or made by the implementation of the larger bins

 

RSC1366 - Procedures For Dealing With Small Fires in RCV'S - 100723    

A member authority has had several small fires in the rear of RCV’s and are looking for the following information regarding the following questions.

When there is a fire in the rear of a RCV, what procedures do Local Authorities activate? Is the standard default position to contact the Fire Service first and follow their advice when they attend the scene? Is the default position to drive the RCV (if safe to do so) to a location and tip the contents on the floor? Or is it a dynamic risk assessment based on the size of the fire? Please can any Local authorities share procedures.

Are local authorities noticing an increase in RCV fires due to lithium batteries from mobility scooters or e-cigarettes? If so , what communications are being shared to prevent this ? Are the communications aimed at residents, shops, HWRCs or manufacturers? How successful has the communications been around the dangers of batteries being put into bins and how can this be quantified?

Have any local authorities purchased thermal cameras to use to look for heat energy in green waste piles or in the rear of RCVs that have had a fire and the fire put out with water, but the contents then must be monitored before safe clean out and disposal.


RSC1363 - No side waste policy - 050723             

A member authority is currently reviewing their no side waste policy and would be interested in the following information :

Do you have a side waste policy? If Yes:

  • No side waste?
    • Specified volume of side waste will be collected (i.e. 2 bags)?
  • All side waste collected?
    • Variation to policy at Christmas?

What challenges did you face implementing the policy, in particular relating to the list below. As much detail as possible would be appreciated

  • Increased fly tipping?
  • Increased requests for additional bins?
  • Increased recycling contamination?
  • Increased use of a local HWRC?
  • Any other challenges?
  1. Did you see improvement to recycling behaviours following embedding a no side waste policy?

RSC1362 - Comments on mechanical sweeper – 300623

A member authority is currently trialling different models of mechanical sweepers in readiness for the next tender exercise.

One of the models is a machine they haven’t heard of before and are therefore very interested to receive feedback from other local authorities.

If you have had any experience (current or past) with the Rasco Lynx Diesel Compact Sweeper they would be interested in hearing your thoughts on:

                any other relevant information


RSC1361 - Assisted collections from flats             

A member authority is seeking information regarding assisted collections from flats.

•              Does your authority offer an assisted collection service to flats?

•              If so, does this apply to all flats or only low rise?

•              How does this work logistically with the crews gaining access to the flats?

•              Would you be happy to share your council’s policy on assisted collections from flats?


RSC1360 - Tree Management and Tree Inspection Policies - 270423        

A member authority is currently looking to redesign their tree management policy and also their tree inspection policy.

They would be interested to know how other local authorities have approached this, in particular:

    • How they decided on the inspection frequencies of trees dependant on location and what that frequency is?
    • Is there a link between their Highway Inspectors and their Tree Inspectors and how do they interact with regards to tree reports on the highway?
    • Does their tree management policy show residents what the Authority will and won’t do to Council owned trees and if so can they provide a copy of their policy?
    • Do their Tree Planning service and operational tree service operate in the same team or are they separate? What are the pros and cons of each variant?

RSC1360 - City Centre Litter Bin Provisions - 080623      

A member authority is reviewing its litter bin provisions within the City Centre, In particular:-

1.            What type of litter bins are used?

2.            What size / litre bins are used?

3.            What separate waste stream measures are in place?

4.            How many bins are in use?

5.            What bin emptying measures are in use and what vehicle types / fuel are used for emptying?

6.            Have there been any lessons learnt?


RSC1358 - Communicating with residents – 130423

A member authority is looking at updating the means by which they communicate to residents.

They currently have a sign-up text/email reminder service for recycling and want to expand that to refuse but also to enable customisable messaging to advise households of service disruption.

They would therefore be interested to know:

    • How do other authorities undertake this function?
    • Do they have bespoke apps, a text/email service, use social media or a combination of all of these?
    • How are other authorities communicating time limited messages to their residents on top of their normal day-to-day communication?

RSC1357 - Automatic Number Plate Recognition on Household Waste Recycling Centres – 130423

A member authority is looking at upgrading their ANPR system on HWRC sites (replacing cameras and software which is around 15 years old).

They are using the ANPR system to flag unregistered vehicles trying to use the HWRC sites.

Therefore, they like to hear from other councils with ANPR systems – what works well for them, any suggestions regarding suppliers, or anything else they can share.


RSC1355 -Driving waste and other vehicles down unadopted roads to access farm properties -110423  

A member authority is looking for information regarding driving waste and other vehicles down unadopted rural roads to access farm properties.

In particular they would like to know:

  • Has any council carried out any risk assessments on rural unadopted roads in relation to residual waste and recycling collections from farm properties?
  • If so, have the risk assessments determined that vehicles are unsuitable to carry out collections from these rural locations?
  • What actions have been taken to remedy the issues in terms of waste collections if deemed unsuitable for vehicle types?

RSC1354 - Recent removal of task and finish in waste service delivery - 110423

A member council has operated task and finish in their Waste Collection service for a number of years, but like so many is going through lots of transition/reviews/consultations .

They are currently undertaking discussions about the potential to remove task and finish , and would be interested to know

    • Have any local authorities removed task and finish recently ?
    • How has the system been running (immediate reactions/outcomes) ?
    • Would any councils be willing to speak to the enquiring authority and see the system in action?

RSC1352 - Use of ballistic trousers for grounds maintenance staff – 290323

A member authority is undertaking work with their grounds maintenance team to remove the use of ballistic trousers. These trousers are PPE and designed to prevent punctures and cuts to the leg area.

They were implemented a few years back along with their Street Cleansing and Waste Collection teams. However, the grounds maintenance team don’t feel they are required for the work they do.

As part of this process the enquiring authority is reviewing their risk assessments, safe systems of work and accident statistics.

As part of this, they would like to know what other organisations carrying out grounds maintenance provide their staff, in particular.

1.            Do you carry out domestic grounds maintenance (garden maintenance, communal areas)?

2.            Do you carry out public grounds maintenance (highways, parks, public green spaces, etc.)?

3.            Do your grounds maintenance teams wear ballistic trousers, if so what brand?

4.            If they don’t wear ballistic trousers, what trousers do they wear?

5.            Do your grounds maintenance teams empty public bins?

RSC1351 - Compositional Analysis of Litter - 240323      

A member authority is undergoing a review of the likely impacts on Street scene litter collection services from impending DRS and EPR to understand the future potential implications on budgets/services. If any member authority has compositional analysis of litter in a Town Centre setting/Greenspace & Park setting/Urban setting/Tourist setting that can be shared whether high level or more detailed, this would be greatly appreciated.


RSC1350 - Route Risk Assessments - 220323      

This local authority would like to know:

  1. How often do you review your route risk assessments?
  2. How do you cascade the route risk assessments to drivers?
  3. Do your drivers participate in route risk assessments?

RSC1349 - Means tested reductions for bulky waste collection charges – 150323

A member authority wishes to know whether any authorities who charge for bulky collections offer a means tested reduction? If so:

  • How is this operated?
  • What reduction is given?
  • What type of benefits do you allow to have a reduced offer?

RSC1348 - Use of AI Technology to enforce littering offences out of vehicles – 150323

A member authority is currently exploring using AI technology to enforce littering offenses out of vehicles. 

It is quite a new piece of technology, and to assist them looking at this they would be interested to know if anyone has trialled or are using AI (Artificial Intelligence) technology to enforce littering offenses from vehicles? 

If so, they would appreciate any information as to how successful the technology has been.


RSC1347 - Alternative methods for tackling dog fouling – 100323

A look authority currently looking at alternative methods to tackle dog fouling across the area and they would be interested in any information from other member authorities in relation to the below:

1.            Does your council attempt to prevent dog fouling by spray painting dog mess with florescent paint, or are you considering this approach?

2.            If you do, what type of paint is used, who supplies it and how much does it cost?


RSC1346 - Waste management difficulties in areas with transient populations – 030323

A member council is experiencing waste management issues with some of its areas which have high transient population around waste presentation, contamination and flytipping.

Cultural differences and language barriers seem to be the main problems.  

They have tried a number of different options to engage with the community including pictorial information, translated information, undertaken action days and door knocking, held drop-in sessions and delivered educational sessions in primary schools, but are struggling to engage.

There is also a selected licensing scheme in place for landlords.

Information has been communicated in different ways; sticking the information directly to the bin (or use of bin hangers), posted leaflets through doors, displayed posters on community boards etc.

The Council have now moved on to proactive enforcement, but due to the transient nature of the community this doesn’t seem to be working.

The enquiring authority is therefore looking to share any strategies on how others have dealt with these types of issues within transient communities.


RSC1345 - Chewing Gum Anti-Littering Campaigns – 280223

A member authority has been part of the Chewing Gum Task Force grant funding campaign and have implemented various methods to deal with the issues of gum litter ranging from new machinery to educational gum events.

They would be interested to know if any other councils had successful gum campaigns which saw a reduction in gum litter within Town Centres and what did they find effective in changing the publics behaviour on gum littering.


RSC1344 - Collecting waste from whole property short term lets such as Airbnb's – 280223

A member authority is enquiring about how other members deal with waste collection from whole property, short term lets such as Airbnb’s in their area.

    • Do you have a register of all the Airbnb’s in your area, if so, how many are there in your area?
    • Do you charge for the removal of waste generated at these properties, if yes,
    • Do you have individual commercial waste contracts with each Airbnb’s property owner?
    • Do you require separate waste transfer notes for each collection, or do you provide an annual waste transfer note?
    • Do you provide a commercial waste bin/waste sack to each property, or do you continue to use a domestic-coloured bin/sack?
    • Do you provide recycling containers at Airbnb’s and if so, do you charge?
    • What do you charge for waste/ recycling removal at Airbnb’s?
    • Have you experienced any difficulties in identifying or charging for waste removal at Airbnb’s?

RSC1343 - Increasing food waste recycling - 240223       

A member authority is currently trying to increase food waste recycling rates, generally reduce food waste to help with the cost-of-living crisis and ultimately save money on the disposal costs of food waste collected in the residual bins.

They would therefore like information on the following:

  1. Have you recently begun household food waste kerbside collections, or have you been collecting food for recycling for several years?
  2. Do you still find a significant amount of food waste in your residual bins?
  3. What resident engagement campaigns have you run to reduce food waste in residual bins?
  4. What resident engagement campaigns have you run to increase food waste recycling and/or reduce food waste?
  5. What was your most successful resident engagement campaign relating to food waste?

RSC1342 - Street Washing equipment and methods of service operation - 160223

A member authority is looking for information on Street Washing methods.

In particular they would like to know the types of equipment other authorities use and their operating methods, practices and times work is carried out.


RSC1341 - Out of hours call out and supervision - 140223           

A member authority is undertaking a service review of their parks and street cleansing services.

The street cleaning/ bin teams work 7 days a week.

The supervisors are only contracted 37hrs Monday to Friday. 

They are therefore enquiring as to what provision other Authorities have for out of hours call out and supervision. 

Do members rely on:

•              good will

•              standby payments,

•              call out payment,

•              is there a toil system in place?

RSC1340 - Monitoring and managing contamination in mixed dry recycling bins – 030223

A member authority is  wanting to understand what other LA’s do to monitor and manage contamination in domestic recycling bins (where recycling is collected as mixed dry items in one bin rather than collected in separate containers). In particular they wish to know:

•              Do authorities monitor these bins for contamination and if so, how?

•              What methods and systems do LA’s use to identify contaminated bins?

•              What penalties or actions are there for residents who contaminate their recycling?

•              How many staff are involved in dealing with recycling contamination?

•              Are there any dedicated staff engaging with residents on this issue?

The ai of the data gathered is to enable the enquiring authority to understand the range of different approaches to recycling improvement across the country to see if there are better/other ways of doing things or best practice that they can learn from.

Any information would be gratefully received.


RSC1339 - Litter Wombles policies – 170423

A member authority is reviewing its polices with working with volunteer groups named such as litter wombles, and would be interested to know how authorities have managed to work legally with such groups? In particular: -

1.            Have you managed to create a legal agreement?

2.            Have you tried to establish a disclaimer?

3.            If you have managed to obtain a disclaimer, was it successful?

4.            What level of support is being provided by the litter wombles?

5.            What level of support is being provided by your authority?

6.            What measures are in place to ensure safe operational practices are undertaken?

7.            Have there been any lessons learnt?


RSC1338 - Waste Service Review – 030223

A member authority is looking for the following information with regards to a waste services review they are currently undertaking.

  1. Do you outsource your waste services or is it in house?
  2. If its outsourced or in house – can you tell us what working patterns they work – is it clock in clock out, or task and finish (– meaning once a truck has done their round they’re finished for the day), etc
  3. Size of waste management workforce

RSC1337 - Methods of delivering wheeled bins - 300123             

A member authority is looking for information regarding, how other authorities deliver wheelie bins to customers (all sizes), specifically what is the procedure for separating wheelie bins if stacked together on the delivery vehicle.


RSC1336 - Charging householders for replacement/additional bins - 300123      

A member authority is considering charging householders for replacement/additional bins and wondered, of the authorities which do this already, do they:

•              Charge for replacement recycling and refuse bins or recycling only?

•              Are there any criteria for householders when applying for a bin?

•              How much do you charge per bin?

•              Is there a limit on the number of bins people have and how many they can order?

They currently allow people 2 of each recycling bin so they would only be changing people for replacement bins rather than additional bins.

Any information would be gratefully received.


RSC1335 - Benchmarking Alternate Weekly Collections – 240223

A member authority would like to benchmark their Alternate Weekly Collection routes (one week residual, one-week mixed MDR) against other similar collection authorities.

They are therefore enquiring if you would share the following data:

  • average property count per day
  • the type of routes the count applies to in order that comparisons can be more accurate, for example ‘normal’ 26 tonne routes, or smaller 12 to 22 tonne rural/access routes.

Any other information which you may think will be of use will be greatly appreciated.


RSC1334 - Electric Bin Lifts - 060123      

APSE on behalf of a number of member authorities is looking for information relating to the use of electric bin lifts on refuse collection vehicles.

  • Who is using them and how many have gone beyond trials?
  • Whether they are satisfied with performance?
  • Whether any calculations have been done as to carbon savings.?

Any information you feel may be helpful on this issue would be greatly received.


RSC1332 - Use of single use plastic bags to present food waste for collection - 160223  

A member authority is interested to know if any Councils who currently send their food waste to Anaerobic digestion and don't provide free compostable liners, but give residents the option to contain their food waste in plastic bread bags, salad bags etc have received.

any complaints from residents regarding the promotion of single use plastics by taking this approach?


RSC1331 - Use Of Route Optimisation Software To Plan Litter Bin Emptying and Mechanical Sweeper Routes - 130223               

A member authority is interested to know whether any council uses route optimisation software successfully to plan the routes for both litter bin emptying and/or mechanical pavement sweepers?

Any information or advice would be gratefully received.


RSC1330 - Suitability of specific RCV for undertaking food collections - 061222 

A member authority will be collecting food waste within the next twelve months.

They are particularly interested to hear from colleagues, from both an in-house perspective and external provision of waste services, who have invested in new refuse collection vehicles (RCV’s) with side loading pod facilities. Specifically, 26 x tonne RCV’s manufactured by Dennis.

  1. Is it possible to outline the difficulties, or not, of operating said vehicles in all areas of relevant operations.
  2. Are there/was there any Health and Safety concerns raised and then overcome and, if so, how.
  3. Could risk assessments be passed on.
  4. Have food collections been supported with/by any other vehicles to complete uplifts
  5. Has the transition to side loading brought about an efficiency saving or an increase in resources applied.

Please comment/supply/advise on any other items or issues which you feel would benefit how the member authority would need to ensure, this specific vehicle, was fit for the purpose of food collections.


RSC1329 - Introduction of charges for green waste collection - 021222 

A member authority is reviewing an introduction of a charge for garden waste collections and would like to tap into the experience and learning from others. 

In particular they would like to know:

Was there any increase or decrease in total tonnage of waste collected after introduction of charge?

Change in waste collected when charge introduced (as %age):

  • Residual Waste
  • Garden Waste
  • Household Waste Recycling Centres
  • Fly tipped
  • Overall recycling rate

 

  • Did you have an enforced side waste ban – and how long had this been embedded?
  • What was impact in tonnage collected?
  • What level of uptake did you get initially and what did you charge? 
  • What impact did any future price changes have on uptake levels?
  • Would there have been anything you would have done differently?

RSC1328 - Charging for medical waste collections - 021222         

A member authority is wanting to find out if any authorities charge for clinical waste collections and have the following questions:

  • Do you charge for clinical waste collections and if yes, how much?
  • Have you any intention to make a charge for clinical waste collections in the future?

RSC1327 - Software solution for commercial waste services       

A local authority is at the beginning of a new project to upgrade their current administration/management system for their Commercial Waste service.  They are looking for a software solution which will manage the whole process from contract and duty of care through to round allocation and scheduling.  Ideally the solution should also have the ability to generate the required data for integration with their corporate financial system for invoicing purposes.

They would greatly appreciate any information that other member authorities can provide in terms of your current system.  Also if the software integrates with your financial system can you please confirm your corporate invoicing system?


RSC1326 - Stock control system for bins

This local authority is keen to hear from other member authorities in terms of the system used for the stock control of bins, whether this be an inhouse or off the shelf package.  Any information would be greatly appreciated.


RSC1325 - Persistent organic pollutants (POPs) requirements – 111122

A member authority would be interested to hear from other authorities on how you are planning to make yourselves compliant with the new POP's requirements.

Are you restricting services, adding more vehicles and crews, are you in discussion with the transfer stations as the process there may also change etc.

Any information would be greatly received.


RSC1324 - Job roles across street cleansing and waste collection – 130223

A member authority is interested to discover  the breadth and range of jobs member authorities have across street cleansing and waste collection.

The member authority has the following roles:

  • Waste & recycling driver chargehand
  • Waste & recycling collector

The JDs are generic regardless of the waste collected so this includes household and commercial bin collections, bulky items and clinical waste.

  • Skip wagon driver

For street cleansing they have the following roles:

  • Power sweeper driver
  • Streetcare operative – includes all other driving roles including graffiti removal, bin emptying, mechanical street sweeper, cabac and fly-tipping
  • Assistant streetcare operative – All other non-driving roles including barrow beats & litter picking

The enquiring authority is interested to hear from other authorities what roles they have and whether they take a more generic approach or have greater distinction between roles.

In particular they would like to understand how other councils deal with the distinction to drive different class of vehicles.


RSC1323 - In-House Grounds SLA's – 130223

A member authority is currently in the process of reviewing their (Neighbourhood Services) SLA for the in-house provision of grounds maintenance services to their internal Homes Division.

They are therefore enquiring as to whether any other member authorities would be willing to share copies of their similar SLA’s that they can use for guidance on what to include in an SLA, the format, etc.
