A member authority is experiencing a reduction in car parking ticket sales and use across our car parking assets.

The member authority is trying to establish if this is a national trend, and if so, what are the factors which are influencing it?

Could member authorities provide any feedback on trends and influencing factors in their respective areas.

RH0491 - Management of closed public rights of way crossings of rail lines – 060825

We'd like to understand how other local authorities in England are handling crossings of rail lines by public rights of way that are closed to public use (either physically or legally).

Q1. How many PROW crossings of rail lines are currently closed in your authority's area?

Q2. For each closed crossing, how long has the way been unavailable to the public?

Q2. a) How many of the closed crossings were first closed under and subject to a TRO?

    b) How many of the closed crossings were first closed without there being a TRO in place?

    c) For those crossings subject to a TRO, in how many cases has the Order lapsed (even where this     was followed with a fresh TRO)?

Q3. How many closed crossings in your area are progressing satisfactorily towards a diversion or reopening?

Q4. How many closed crossings are or will be subject to extinguishment of the footpath?

Q4. In cases where crossings are not subject to a TRO, has your authority served notice against the rail operator for removal of obstructions?

Q5. Other than HA powers relating to the removal of obstructions, what other mechanisms exist to expedite a resolution to an unavailable rail line crossing?

RH0490 - Classification & Charging for Lighting FOI/EIR Requests – 280725

A Local Authority wishes to determine how other Councils classify submissions relating to lighting as Freedom of Information (FOI) or Environmental Information Regulations (EIR) enquiries? What is the policy on charging for information and is this applied consistently?

RH0489 - Verge management – 160625

A member authority would like to hear from other member authorities in relation to overrun verge management, they would appreciate information on below:

  • Do you consider damage verge/verge overrun as a highway safety defect? and if so, what is your criteria (i.e lower than 100mm from the carriageway)?
  • What is your typical defect response time for verge overrun? (i.e 7 days, 28 days or as resources permit)?
  • What materials do you use for reinstatement?
  • How do you prevent verge overrun from potentially reoccurring?
  • How is this work funded? (i.e revenue or capital)
  • How much do you typically spend on this type of defect repair per annum?

RH0488 - Handling unlicensed skips – 110425

A member authority is seeking information regarding how other authorities handle unlicensed skips and scaffolds or breaches of permit conditions?

Specifically, they would like to know if your authority issues fines, remove them, or take other enforcement actions?

RH0487 - Indices for street lighting yearly increments – 070425

A member authority is seeking information regarding getting an industry standard indices for street lighting yearly increments.

The member authority currently uses Highways Indexes, but these do seem to be representative.

Therefore, the member authority would like to know how other authorities calculate the percentage uplift for street lighting yearly increments.

A member authority has recently increased tariffs for long term parking within a train station car park

They are keen to learn from your experience in increasing tariffs:

  • What steps have you taken to tackle nuisance parking within the immediate locale?
  • How has any perceived increase in parking issues been calculated and monitored?
  • Have additional restrictions been brought in, to address concerns raised by residents?
  • if so what?
  • Have measures introduced been successful?

A member authority is seeking innovative ways to provide cost and efficiency savings within their highways service

They would like to learn from other authorities who have successfully implemented both capital and revenue initiatives.

  • An outline of your initiative (implemented or planned)
  • Projected cost savings

RH0484 - Parking/Cycle Stands – 210225

A member authority is considering the installation of cycle parking

Please can you provide the following information:

Cycle Stand/Parking

  • How many locations / spaces do you offer?
  • How is a space booked/managed? Is this done via an app/website/over the phone etc.
  • Do you charge for cycle parking?
  • Is there security/cctv present at the cycle parking?
  • What company has provided the cycle stand?
  • What was the cost of the cycle stand?
  • If an app/website is used to book, is this a 3rd party application or existing council application?
  • Have you combined the cycle stands/parking with advertising?
  • Do you have any data on how many users you have (any averages of daily/monthly/yearly usage?
  • Was the installation of the stands/spaces/hangars completed by the company? How much did it cost?
  • Do the stands/spaces offer EV Charging?
  • Are you able to share photos of the parking you offer?

  • Did you go out to tender?
  • What kind of procurement contract was agreed?
  • Is there ongoing costs with the company used (such as maintenance etc)?
  • What length is the current contract?
  • Would you be agreeable to a teams meeting to discuss further. Who is your person of contact?

Is there anything you would change about the process you followed? Anything in hindsight, or any lessons that may have been learnt?

RH0483 - Envirogrid Gully Grid replacement – 290125

A member authority is seeking a supplier of a composite (Envirogrid Gully Grid Replacement) as the existing product is no longer available

Specification D400 CAT ( 40T CAPACITY) sizes are 550mm x 340mm 460mm x 460mm and 65mm deep.

Used to board over the gully stolen gully grid and remain operational.

  • Please can you identify an alternative product/ supplier?
