A member authority is seeking information on MOT testing

A member authority is reviewing the Kia vehicles within their fleet

  • Do you operate any Kia Cars in their fleet?

TVM0152 - In-cab technology - legal issues - 220615

A member authority is looking to install in-cab technology allowing interactive communications between the driver and office.
This enables the driver to report issues where bins are not presented or are overweight and receive instructions if re-routing required etc.
It requires a small touch screen in the cab and accessible to the driver
 
The Council is concerned about the legalities of using such a system (especially when the vehicle is travelling) 
 
Have you such a system?

TVM0151 - Driver CPC - 100615

The driver CPC is applicable to all drivers of vehicles above 3.5t.
However, there are a number of exceptions and derogations applicable to local authority services.
 
Could you advise what approach your authority has taken regarding the Driver CPC:
 
Training:
  • Have you chosen to train all drivers within the vehicle weight classification, regardless of any derogation?
  • Have you chosen to train only those that fall within the legal requirement of the regulation and applied a derogation?
  • What benefits have been enjoyed where all staff have been trained?
 
Derogations:
  • Where derogations have been applied, how is this managed and communicated within the organisation?
  • What approach have you taken regarding staff falling victim to redundancy, have you curtailed their training?
  • Were there any difficulties or problems raised when applying a derogation?
Funding:
By the transport department?
  • By the service user department?
  • Where funded by the service user, is this paid for as a single payment based on numbers of drivers or on a driver course attendance basis?

A member authority is having difficulties recruiting workshop fitters
Please can you provide details of the following:

  • Do you pay market supplements to retain staff?

TVM0147 - Uplift on transport vehicle parts - 290415

A member authority would like to know what uplift rates are charged by other authorities on parts supplied to internal customers?

Do you charge a fixed percentage or a fixed minimum amount etc?


TVM0146 - Separate glass collection in a co-mingled service - 240315

A member authority is trying to establish whether any local authorities operate either a weekly, or alternate weekly, co-mingled dry recyclable material collection service in which  glass is presented and collected  separately from other dry recyclable materials,  and remains separate from the other dry recyclable materials such as paper and plastics on the same split body waste collection vehicle
 
In relation to the staffing levels of collection crews for this type of  service , do local authorities utilise a driver and two operatives or a driver and three operatives.
 
Finally the member authority would like to know how many local authorities collect all dry recyclables (excluding paper and card) in the same bin/kerbside container so that glass is mixed with plastics, foil etc.

APSE Performance Network is seeking to establish some meaningful SEN Transport Cost data which focus specifically on the overall cost and the cost of the provision of resources used to provide the service, i.e. vehicles, drivers and escorts. The benchmarking data require, based on a unit cost per hour is as follows.

TVM0143 - Vehicle workshop staff tool allowances 170215

An APSE member is enquiring as to whether local authorities expect their Council Vehicle Workshops staff to provide their own tools in return for a tool allowance?

The National Agreement states “This allowance will apply only where tools are not provided by the Authority”.

The member is looking to discover whether there is a trend towards Council’s providing tools instead of paying staff the tool allowance.


TVM0142 - Transport service review 110215

A member authority is undertaking a series of reviews of Transport provision.

They are interested to find out if any other Local Authorities (APSE members) have undertaken system thinking style reviews (including LEAN) of the functions below:

1.    Accessible Travel – Concessionary Fares, Blue Badges, Taxicard, Mobility Scooter loans, Shopmobility

2.    Passenger Transport provision (older/disabled adults to centres, SEN children – schools, curriculum/out of hours and door to door community transport for social inclusion/shopping etc)

3.    Fleet and Workshop (including stores) Including Council-wide vehicle maintenance, procurement, repairs, procurement and MOTs.

4.    Green Fleet initiatives – Alternative fuels e.g Bio-diesel, Electric and CNG vehicles.
