A member authority is reviewing the use of tachographs in >3.5t vehicles and Operator Licences.

Please can you answer the following:

•              'Do you operate under a Restricted or Standard National O Licence' ?

•              'Are Tachographs used in vehicles over 3.5 tonnes?

o             if so is this in all vehicles over 3.5 tonnes?

o             or just specific vehicles?

o             or just for specific drivers (eg sub-contract or casual drivers)

This local authority is reviewing its vehicle telematics system (which they use to track vehicle movement and compliance with Road Safety legislation) and would be keen to learn from other local authorities in terms of:-

1.            Which telematics system does your local authority use?

2.            What have been the main benefits to this system?

3.            Have you encountered any challenges, issues or glitches and if so what have these been?

4.            Would you be willing to discuss the above in more detail?"


TVM0338 - Review of MOT procedures for taxis and private hire vehicles

A member authority is reviewing its taxi/ private hire MOT procedures and would be grateful to hear from other local authorities in relation to the below:-

1.            Do you carry out MOTs on taxis and private hire vehicles in house?

2.            What number of taxi/ private hire licences are granted per annum?

3.            Do you have a limit on the number of licences granted within your local authority?

4.            Do you charge for issuing the MOT certificate when you carry out a taxi/ private hire MOT?"


TVM0337 - Fleet Policy – 031122

A member authority is carrying out a review of it’s Fleet Policy and is asking if other members are willing to share theirs. 

They are particularly interested in sections on:

•              Capture of starters/leavers

•              Driver Induction procedures including online processes if any

•              Transport Compliance

•              Drivers/managers legal obligations

•              Training and development

•              Health & safety

•              Fleet technology, including telematics policies and driver performance strategies.


TVM0336 - Selling Driver CPC training as a service – 230922

This local authority is looking at whether they can develop their own Driver Certificate of Professional Competence (CPC) Training and potentially sell this as a service. They have a substantial requirement themselves that can act as a base load, and they could get some economy of scale and generate some income by supplying this to others.

They were wondering if there are other public sector bodies that currently offer this service so that they could get in touch with them and see if there are any lessons to be learned in considering this as a potential area for development.


TVM0335 - Mobile Library Service - Vehicles and usage – 140922

A member authority is reviewing their mobile Library Service

They are seeking information on both vehicle type and usage

Please answer which bit you can if you cover only one aspect

Vehicles:

•              What type of vehicles do you use? (size, type)

•              Are Electric vehicles in use or a future consideration?

Does the service:

•              hold a stock of books on the vehicle for the public to access?

•              operate purely as a delivery of books that have been ordered?

•              operate as a combination of both?


TVM0334 - Grey Fleet Mileage recording 260822

A member authority is looking at options to improve grey fleet mileage reporting.

They wish to streamline the mileage claims process, encouraging employees who do not currently claim to do so.

Longer term this should help in establishing grey fleet emissions.

Please can you supply the following information:

•              What software do you currently use to capture grey fleet mileage?

•              Do you use the Agresso (Unit 4) ERP system?

o             Have implemented the Unit 4 Expenses app, including capturing GPS info.

o             Have you used an alternative mileage tracking app that captures vehicle location (postcodes).

•              Do you have an alternative solution to streamline the mileage claims process, assist with emissions calculations, and support with long term car pool/ car club investments?


TVM0333 - Vehicle Inspection / Speed Limiters 230822

A member authority is reviewing their vehicle inspection regime and use of speed limiters.

Please can you supply the following information:

Inspection

•              Do you use an 8 week Safety inspection interval model?

•              What fleet does it apply to?

•              Are there any issues with such a regime?

Speed limiters

•              Do you use/set speed limiters on your fleet for additional road safety and fuel saving?

•              To what speed are they set?

•              What % fuel saving is achieved?

A member authority is seeking information on the council vehicles utilised by your Mayor / Mayoress / Council Leaders / CEOs

Please can you provide the following info:

•              Make

•              Model

•              Fuel type

•              Finance / Purchasing arrangements

•              If not EV is there plans to change in the near future


TVM0330 APSE Network Query: Tyre supply 230522

A member authority is looking to procure a new contract for the supply of tyres and associated services.

These services include fleet inspections and road-side attendance.

Can you advise if when letting your contract, you;

•              Divide the contract into different lots. (For example car and light commercial vehicles in one lot and LGV in another, or did you combine in one single lot?)

•              Did you specify a preferred brand of tyre?

o             If not, what criteria did you use to compare/reach a decision on the prices submitted (to determine best value for money)?

A local authority is looking into LGV driver assessor training and would therefore be grateful if other member authorities could provide details of their driver assessor training providers.


TVM0327 – Technicians pay – 230322

A member authority is reviewing the pay of Transport technicians
Please can you supply the following information:

  1. Hours per week re contract?
  2. Any additional shift allowance or supplement payments and shift working hours required?
  3. Hours required in the working week?
  4. Is Saturday and Sunday overtime?
  5. Tool allowance paid?
    • If yes what is the annual amount ?
  6. Are all technicians paid the same or are there different grades for e.g. for Plant and service technicians?

A member authority is seeking to change their Fleet Management System

They would appreciate your assistance with the following:

  • What Fleet Management Systems are you operating?
  • Would they recommend your current provider?
  • Are you looking to replace it in the next 12 to 18 months?
  • What does your system include:
    • Maintenance planning?
    • Electronic allocation of jobs to technicians?
    • Vehicle parts stores?

TVM0323 - Road Risk policies for Waste Collections Service

What is your policy/ process for the following:-

  1. Driving behaviour – dealing with drivers speeding or those with poor driving performance
  2. Road Traffic Collisions - dealing with Road Traffic Collisions (RTC’s)

    • Are there any special arrangements in place /must do’s and do not’s?
    • Do you contract this out? If so who to?
  2. Recruitment of Mechanics
    • The authority is struggling to recruit mechanics, despite offering career grade positions
      • How do you successfully recruit and retain mechanics?
  3. Walk about checks
    • How do you record HGV and LGV walk around checks?
    • If apps or systems can they please name them?
    • What are the pro’s and con’s of the app or system they are using for both the drivers and the office?

A member authority would like to know if any other local authorities have written policies, procedures or processes that relate to where employer duty of care begins and ends in relation to driving to/from and whilst at work, if yes would you be able to share these?
