This local authority is updating it’s driver policy and driving at work procedures and would be interested to hear from any other member authority that has done this recently. In particular they would be grateful if they were happy to share any documents.

 

TVM0395 - Urban Traffic Management Control (UTMC) - 021224

A member authority is reviewing its (UTMC) system.
 
They would like to hear from other authorities who will be happy to share below.
 
  • Have you been out to procure an Urban Traffic Management Control (UTMC) system in the last 24 months?
  • Could you confirm which UTMC system you are now using?
  • Could you share the specification you used when going out to procure your system?
  • Would you be open to having conversations about your experiences of using their systems?

 

TVM0394 - Vehicle CCTV - 281124

A member authority is looking to installing CCTV into their assisted travel buses for both adults and children.

Please can you answer the following:

  • Do you currently have internal or external cameras in place
  • Do you have a policy regarding recording and access of that recording?
  • If so, please share

 

TVM0393 - Awareness training for drivers carrying small quantities of petrol below 333 ltrs

A member authority is looking to introduce training for drivers who carry petrol with them

(below 333ltrs, so fall below ADR regulations)

They are interested to hear if you are currently carrying out similar training

Please provide the following information:

  • Do you carry out driver training for carrying petrol?
  • If so:
  • What essential content do you include in the training programme?
  • Any specific legal requirements that need to be addressed?
  • Comments on Best practices for delivering this type of training effectively?

 

TVM0392 - Pool Cars - 301024          

A member authority operates a large fleet of pool cars & car derived vans some dedicated to one service and others general pool cars.

They currently own the fleet outright and are reviewing their operating model to improve the service & reduce costs or increase income

Please can you answer the following:

  • Do you have pool vehicles within your authority?
  • How many pool vehicles do you operate?
  • How many FTE are dedicated to pool vehicle administration?
  • How do staff book pool vehicles?
  • Do you allow partner organisations (e.g. NHS) to use the pool vehicles
  • Do you allow the public to used the pool vehicles?
  • If you do allow external use, has your insurer imposed increased premiums?
  • Do you use a 3rd party service such as car clubs or car share to supply vehicles?
  • If you use a 3rd party service do you have any FTE to administer the system?
  • Have you introduced any measures to optimise the use of the pool fleet such as keyless entry, app booking etc?

 

TVM0391 - Parking of fleet vehicles – 211024

A member authority is updating their policy on parking of fleet vehicles at home.

The Road Traffic Act section 32 or 45 it states that goods vehicles over 2500kg GVW, unless parked off road or in a designated layby or parking area, must have their side light on at all times in the hours of darkness.

Please can you answer the following:  

  • Are all the fleet vehicles taken home below the threshold of 2500kg GVW?
  • Have you procedures in place that allow for lights to be left on through the night?
  • Or is it considered on a case-by-case basis and appropriate action taken?
  • Have you no current policy?

 

TVM0390 - Taxi Licensing policy - livery and write-offs - 031024          

A member authority is reviewing their Taxi and Private Hire Licensing policies.

Please can you provide responses to the following:

  • Do you require any licensing authority or operator livery on driver and passenger doors for private hire vehicles?
  • Do you allow Category S and Category N insurance write-off categories?
  • If so, what certification is required from licensees?

A member authority is looking to use Travel Planning consultants for Travel Plan creation. They have noticed what consultants charge in most instances are quite high. They would like to hear from any members who have done Travel Plan creation in house and would be happy to discuss your experiences/methods/findings with them.

A member authority would like to know if other Local Authorities have introduced the Workplace parking levy? If so, would they be willing to share their experience?

 

TVM0387 - Staff Training - Fleet - 230924

A member authority is reviewing their fleet training for staff which includes, induction, Driver CPC, COSHH and specific machinery training

Please can you assist with the following:

  • Do you have an in-house training team?
  • If not, do you source training externally?
  • If you do have an in-house team how many trainers are there and how many manual staff?
  • Do all new staff receive an Induction ? If yes what is the Induction course duration?
  • Do all existing staff receive induction refreshers (ie a repeat of the original induction - if so at what frequency?)
  • Do you offer training to other Councils?

A member authority is reviewing their workshop arrangement for vehicle repair and servicing

  • Do you operate your vehicle maintenance function in-house/externalized/mixture?

  • What was the basis for the decision?
  • What have the financial implication / benefit?

If mixed,

A member authority is seeking to implement a salary sacrifice scheme for electric vehicles

Please can you answer the following:

  • What salary sacrifice scheme do you use?
  • What has the uptake with staff been?
  • Did you add any EV charging infrastructure to your office locations to support this?
  • Do you have a business case you would be happy to share?
  • Do you have any best practice / sticking points you could share?

 

TVM0383 - Parking enforcement - 180724 "A member authority is reviewing their parking enforcement.

They would appreciate any information you can share around   below.

  1. Do you undertake parking enforcement inhouse or is this outsourced? If contracted out, who is the contractor and how long have you worked with them?
  2. Do you undertake on-street and off-street enforcement?

If outsourced, how satisfied are you with their performance on a scale of 1-10. 10 being very satisfied.

  1. What improvements would you like to see implemented?
  2. What is the size of the parking area patrolled?
  3. How many enforcement staff are employed?
  4. What are the required working hours?
  5. Do you process the penalty notice appeals in house? If so, how many staff are employed to undertake this function.

A member authority is considering the introduction of an externally managed fleet stores provider.

Please can you provide the following information:

  • How many workshops do you operate?
  • What vehicle types do you maintain?
  • Have you considered an externally managed fleet store provider?
  • If so, have you looked into this option and how far down the line are you with it?
  • If your research has concluded, what was the outcome and the reason behind this?
  • If you are currently using such a system, who is the provider and how is it going?
  • How long have you had the system?
  • Is it providing you good value for money?
  • If you have a stores person on site, are they provided by the external company or employed by the authority?
  • Is it saving staff time and vehicle downtime?
  • What is the communication like between yourselves and the provider?

A member authority is investigating the introduction of a financial incentive to encourage fuel efficient driving and reduce overall fuel spend. 

Have you introduced, planning or rejected this or another scheme with a comparable objective?

If so, what were the:

  • Mechanics of the scheme?
  • Staff response?
  • The benefits and challenges faced?
  • Long-term outcomes?

 

TVM0380 - Charging of electric work vehicles - 170524  

A member authority is seeking to upgrade its small fleet vans from internal combustion engines to electric.

Many of these vans are taken home as part of the employees contract of employment.

They wish to determine the following:

  • Where do your employees charge their electric works vehicles?
  • If at home
  • Do you pay for charger installation?
  • How is the electricity reimbursed and at what rate?
  • Have you developed a policy on home charging that you can share?

A member authority is developing their fleet strategy in light of the move to net-zero

They are especially interested in procurement around:

  • New Vehicles
  • Charging infrastructure

TVM0378 - Guidance on transitioning to EV for internal fleet - 300424  

A member authority is developing their policy around the transition to Electric Vehicles

They are seeking examples from other authorities of:

  • EV procurement, transitioning from diesel
  • EV infrastructure guidance on where and how to put an EV charger
  • Telematics guidance / policies
  • Guidance for the EV drivers

TVM0377 - Electric vehicles in commercial fleet -190424

A member authority is looking is looking to introducing electric vehicles (EV’s) into their commercial fleet.

They are interested to hear from anybody who has carried out a cost analysis exercise for vehicles from 3.5t cage tippers, panel vans and car derived vans.

They are interested in whole life costs, and annual running and maintenance costs, plus any extended life expectancy of EV’s compared to diesel. An estimated battery life expectancy would also be appreciated.

 

TVM0376 - Litter picking on high speed road networks – 050424

A member authority is looking for information from other councils who are responsible for litter picking on designated, high speed dual carriageway trunk roads, including methodology, costings and time allowed per kilometre. They are particularly interested in the following aspects: -

a. How often is this work carried out?

b. What time of the year is it done?

c. What times of the day is the work carried out (overnight, Sundays, other)?

d. What traffic management systems are employed to allow the work to go ahead?

e. Are other functions carried out at the same time (e.g. grass cutting, gulley emptying etc.)?

f. Has the work been sub-contracted out and, if so, what rate is charged?

g. Are there health & safety documents (risk assessments, method statements etc.) that you would be willing to share?

 

TVM0375 - Taxi MOT booking system - 290324            

A member authority is refining their system of booking taxi tests

They are seeking to move from a telephone to an online booking system

Please can you supply the following information:

•              How do taxi operators currently book MOT tests ?

•              What system do you use?

•              How are payments currently taken?

•              If online were any issues experienced during implementation

•              How do you describe the benefits?

A member authority is struggling with the recruitment and retention of workshop technicians

They are concerned that wage rates may be a significant factor

Please can you provide the following information:

•              Are you as an authority having difficulty recruiting and retaining workshop staff?

o             if so what do you believe are the reasons.

•              What are the basic hours worked by your technicians per week?

•              What is the hourly or yearly salary paid to technicians?

•              Do technicians work shifts?

o             if so what are the shift patterns?

•              Are any additional shift allowance or shift supplements paid?

o             if so what are they and the values?.

•              Are all technicians paid the same or are there different grades?

o             if there are grades what are they and what additional pay does this attract?

•              Are there any additional incentives or bonuses paid?

o             if so what are they and how do they work?

•              Do you pay a tool allowance?

TVM0373  - Centralised Pool Vehicles – 120324

A member authority would like to hear from any authorities who have  centralised all pool vehicles under one department/ section. They would like to know what savings have been made in terms of fleet size, running costs & Co2 reduction.

 

TVM0372 - Information on load restraint systems for tippers and flatbeds - 130324            

A member authority would like to hear from local authorities with regards to their load restraint systems, in particular:

Can you please outline what load restraint system is used on tippers and flatbeds for restraining pallets with kerbs or other non-loose loads etc?

Do you ensure that your lashing points comply with BS EN 12640-2001?

Do you include this within your specifications for new builds?

 

TVM0371 - Transport provision - JV model - 280224 

A member authority would like to hear from any local authorities who have  entered into a joint venture arrangement with a charity or other third party (other than commercial providers) to manage adult or children’s regular transport needs, including group transport – minibus or coach use.

They would like to understand:

•          The financial model

•          The operational model

•          The size and type of vehicles used – including whether any were electric vehicles

•          Cost savings

•          Issues or risks and how these were managed

 

TVM0370 - EV fleet utilization - 280224           

An APSE member is seeking information about authorities and their EV fleet and would appreciate if you could answer below;

1 -           Have you introduced any EV into your fleet?

2 - What vehicles types have been introduced?

3 -           How many drivers have received EV training - vehicle familiarity & assessment?

4 - If you have not introduced EV into your fleet are you planning to and when?

5 -           Is there a resistance to introducing EV vehicles and if so please state the primary reasons.

6 - Is your current training provider, qualified to deliver EST training (following the approved Energy Savings Trust programme)?

 

TVM0369 -  Policies when recruiting drivers from abroad – 260324

In the context of a challenging recruitment environment, this authority is seeking some assistance as to what others are doing when recruiting drivers from abroad who wish to work for a local authority in the UK.

One of the barriers to recruitment concerns the possession of a UK driving license to successfully conduct a pre-employment check via DVLA.

This member authority is keen to understand what other Councils done to facilitate recruitment if the potential employee has a country of origin driving license as opposed to a UK license to drive, and do you have any policy documents that you would be willing to share on what you have done?

 

TVM0368 - Accessible Taxi testing specification – 260224

A member authority would be grateful if other local authorities would be happy to share their Accessible Taxi testing specification?

 

TVM0367 - Transition of Electric Vehicles into other services including Health and Social Care - 200224               

This member authority is keen to understand how other authorities are managing the transition of Electric Vehicles into Health & Social Care in particular and what processes are in place for charging vehicles? Are vehicles charged overnight at Health and Social Care Partnership /Council facilities or do they have other processes in place e.g. what process is involved should staff work split shifts and vehicles are not taken home but parked in nearby local area?

 

TVM0366 - Truck Cartel damages action

This local authority is keen to hear from other member authorities in relation to the truck cartel damages action, in particular:-

1. Are you currently part of the Truck Cartel damages claim?

2. If yes, are you part of the claim in the UK wide group or the Scottish group?

3. Do you have any indication of the progress of the claim?

4. Do you have any timelines for the completion of the claim process?

5. Have you withdrawn from the cartel claim due to the timescales involved and/ or cost?
