For more than four decades, outsourcing has been promoted as a way to reduce the cost of delivering public services. But does it really deliver better value for taxpayers?
Join APSE and UNISON Cymru for an exclusive briefing on a major new report exploring the full economic impact of outsourcing across public services. Moving beyond headline contract costs, the research examines the wider financial implications of outsourced provision, including workforce pay and conditions, pension provision, shareholder returns, local economic impacts, and costs borne elsewhere across the public sector.
Drawing on detailed analysis, the report challenges some of the long-held assumptions surrounding affordability and explores whether direct delivery can, in many cases, offer greater value when the true costs to the public purse are taken into account.
The session will include a presentation of the report's key findings, discussion of the implications for local government in Wales and beyond, and an opportunity for questions and debate.
