Announcing the launch of APSE and Liverpool City Council’s Underground Refuse System framework

At an online event on 10 February 2021, Liverpool City Council, in partnership with APSE’s consultancy APSE Solutions, launched its URS procurement framework. The framework will give UK public authorities easy access to suppliers of the URS technology that is transforming the streetscapes of many European countries and creating considerable interest in the UK.  

The framework will cover:

  1. Underground refuse systems
  2. Vehicles to collect them
  3. Technology to add functionality to them
  4. cleaning/ maintenance to keep them working properly. 

Andy Mudd, Head of APSE Solutions, said, "The benefits to local authorities of installing URS are easy to identify. A huge reduction in the cost of collection is the most obvious but they can also have significant environmental benefits and add to the quality of life for residents. 

“Underground bins are transforming European Streetscapes. New installations in Cambridge and Edinburgh demonstrate that they can do the same for the UK. Liverpool will be the first to introduce them on a major scale into an existing urban environment as a major improvement to areas of traditional terraced housing. Not only do they improve the immediate amenity of a given area, but also the effect that they can have on the overall cost and efficiency of the waste management service.

“With the launch of this easily accessible framework, APSE Solutions is confident that URS can finally become a mainstay of UK streetscapes; delivering big savings for local councils and major improvements in the look and cleanliness of our town and city centre streets.”

As well as the full array of URS units, the APSE/Liverpool URS framework also provides access to value adding technology, specialist collection vehicles and URS maintenance contracts, from the same framework as the bins.  Many of the companies on the framework - which include major European suppliers - can supply the full package of bins, vehicles, technology and maintenance but users are free to pick and mix from the four different lots.
