We are all aware that data is fundamental to the provision of good council services and this is appropriate to internal operations too. Local authorities must be fully aware of their energy use, costs and contracts. The first key goal is to understand how, when and where their assets are consuming energy across the estate. To do this, effective metering is essential - enabling organisations to manage consumption, validate utility bills, identify opportunities for cost savings, improve tenant billing and track potential carbon savings. To maximise the value of energy data, local authorities should adopt a structured metering strategy with clear objectives, appropriate technology, robust data management processes and ownership responsibilities. Installing the right types of meters is good practice but added value will only be realised when they are used as part of a metering strategy.
This document details the elements of a metering strategy, how to approach producing one and the associated benefits within a local authority.
