Fraser and Fraser have been providing services to Local Authorities and other public sector bodies for over 50 years’. We continue to manage all existing cases and welcome new enquiries and referrals. If you require assistance in locating next-of-kin for deceased service users or other individuals relevant to your work, please do not hesitate to contact us.
Working in Partnership with Local Authorities since the 1970s
We collaborate extensively with Bereavement Services Managers and other Local Authority Officers, particularly those managing funerals under Section 46 of the Public Health (Control of Disease) Act 1984. Our primary role is to identify and locate the deceased’s next-of-kin, allowing them to the opportunity to arrange the funeral and potentially saving the Council the cost of a Section 46 funeral. If the family is unable to manage the funeral, they can still attend the Council-arranged service. We are committed to assisting in all cases, regardless of whether an estate exists.
High Standards
We understand that we act as temporary custodians of our Local Authority clients’ reputation. We prioritise delivering high-quality service and maintaining transparency, fostering long-term relationships and building a strong professional reputation.
How we work
We adopt a flexible approach, tailoring our services to meet the specific needs of our Local Authority clients. Upon locating next-of-kin, we offer our estate administration and distribution services, clearly outlining our fees. The next-of-kin are under no obligation to use our services, and we find that most appreciate the option.
No Charge to the Council
We provide our services to Local Authorities at no cost. We are committed to assisting in all cases, regardless of the estate’s existence or value. Our goal is to offer valuable support to Local Authorities and, when retained, to the next-of-kin or executors.
GDPR Compliance
While GDPR does not apply to deceased individuals, we offer a GDPR-compliant data sharing agreement for Local Authorities who wish to share information regarding surviving individuals. This agreement ensures compliant data transfer at no additional cost.

All of our UK and US Case Managers and Partner, Neil Fraser are registered under the CILEX Professional Paralegal Register (PPR), regulated by the Institute of Paralegals (IoP). All members have a practising certificate and follow best practise methods, including the PPR Code of Conduct.
