COM0043 - Benchmarking Licensing Fees and Charging Models - 090726

A member authority would like to gather information on licensing fees and charging models used by local authorities.

We would be grateful if authorities could provide details of:

  • Gambling licence fees and charging arrangements.
  • Scrap metal licence fees.
  • Street trader licence fees.
  • The pricing models used to determine these charges.
  • How charges have been framed or justified (e.g. cost recovery, discretionary charging, policy decisions).

COM0042 - Advertising & Sponsorship on roundabouts and roadside verges - 100426

As part of an authority's development of their commercialisation/income generation they are exploring Advertising and Sponsorship on roundabouts or roadside verges (as well as other Council assets). They would therefore be grateful to find out from other member Authorities if they have considered this and if so:

  1. What were your findings regarding road safety and roadside/roundabout advertising?
  2. If you have implemented this, what Advertising and Sponsorship Policy do you have in place?
  3. Do you undertake this in-house or outsource the management of Advertising and Sponsorship on council/roadside assets?
  4. Please share any other information you feel would be relevant

COM0041 - Local authority registration services - 100426

A local authority is reviewing its registration services to see if there are any commercial opportunities which could be incorporated. They would therefore be keen to hear from colleagues in relation to any new ideas or implementation of commercial opportunities.

In particular they would be grateful if colleagues could share information on:-

1. What is the current list of services you are currently providing e.g. marriage reg/ death reg/ birth reg/ citizenship ceremony etc?

2. What are the current demand and charges for each of your services?

3. How is the booking service delivered i.e. do you have any online booking platforms or is it a manual booking system?

4. Are you running any wedding showcase and promotional opportunities? Do you charge any witness fees? Do you have a marriage booking cancellation policy?

5. Do you hire a celebrant to cover demand for marriage services and what do they charge?

6. What is the charge for postage service and priority service e.g. same day delivering the certificates?

7. Can you provide the current staffing structure for the service?

COM0040 - Bike hire schemes - 230326

Cornwall Council own the Camel trail which is a popular cycle trail from Bodmin to Padstow, going through Wadebridge. In each of those locations the have cycle hire companies who at present pay for a number of licences to rent bikes to go on the trail. To become part of the scheme they run a tender and award the bike hire company x number of licences at £X amount per bike, this means that once all the licenced bikes are on the trail they cannot hire anymore until one comes back. They are looking at changing the scheme and charging them one price for all their bikes. They would like to know:

⦁ Do you manage bike hire schemes for council owned trails?

⦁ Have you tendered for new providers?

⦁ How have you run it?
