Local Government Reorganisation

Councils across England are facing significant organisational changes, and keeping track of performance during this period can be challenging. To support local authorities, we’ve developed a local government reorganisation (LGR) template designed to make performance monitoring simpler and more consistent throughout the transition.

If one authority within a group of affected councils is an APSE Performance Networks member, all authorities in that group will be able to access the LGR template at no additional cost.

This streamlined module enables councils to track a focused set of key performance indicators efficiently, reducing the time and effort required for data collection. It draws on our established Performance Networks measures, providing a high-level KPI framework that can be tailored to local priorities. Councils can choose to opt in or out of specific measures, ensuring the reporting remains relevant to their individual needs.

What does this module cover?

The benchmarking module includes performance measures on key indicators for the following areas:

• Corporate services
• Housing and building maintenance
• Highways and street lighting
• Recycling and waste
• Street cleansing and parks
• Environmental health

The LGR module is now available. Dedicated training sessions will be held over the summer to help members maximise the value of the tool for their councils.
