A framework agreement can be used to simplify and shorten the procurement process for goods and services where the European public procurement rules are applicable. In this case suppliers of underground refuse systems, associated technology, collection vehicles and URS maintenance have been pre-procured to create a list from which users can easily identify suitable suppliers without having to advertise or undertake extensive research. This saves both time and resources. Users have the option to purchase directly from these suppliers or, if appropriate, to ask them all to bid against their particular requirements.
All UK public authorities that are subject to the public procurement rules can make use of the APSE/Liverpool URS framework. This includes councils, housing associations and government departments, amongst others.
The framework is made up of 4 lots as follows:
Lot One
Underground refuse systems of all types
Lot Two
Technology associated with Underground Refuse Systems
Lot Three
Collection vehicles for underground refuse systems
Lot Four
Maintenance and cleaning of underground refuse systems
Where a supplier has provided clear pricing for the framework, customers will be able to make a Direct Award to that supplier.
Direct Award is also permitted in situations where a customer can identify a significant portion of their requirements directly from the framework, but may need to obtain a quotation from the supplier for some elements of their requirements; for example, but not limited to, a situation where installation is not straightforward, or they have a complex vehicle requirement.
A customer may choose to undertake a Further Competition against a single Lot, or against multiple Lots where a complex solution is required. The Further Competition may result in an award to a single supplier, or to different suppliers on different Lots where the customer can demonstrate that this provides for best value.
