The UK government is planning to introduce Simpler Recycling to standardise waste collection across England and make recycling easier, subject to the outcomes of the forthcoming Spending Review. This policy should help to reduce confusion by ensuring all households, businesses, and institutions recycle the same materials. The previous system, which allowed for up to seven bins, is being simplified to a maximum of four containers for residual waste, food waste, paper/card, and dry recyclables (plastics, metals, and glass). Councils will, however, retain the flexibility to adapt the system for local needs.
Simpler Recycling will address the varying recycling rules, streamline collections, and boost recycling rates, which have stagnated at 44 to 45% since 2015. Weekly food waste collections will be mandatory for most households, improving hygiene and reducing waste emissions. Businesses will also need to comply, with micro-firms (fewer than 10 employees) given until 2027 to implement the changes.
The policy includes provisions for co-collecting some waste streams, such as food and garden waste, without compromising recyclability. Dry materials like plastic, metal, and glass can be collected together, while paper and cards should generally be separated to prevent contamination.

By 31 March 2025, businesses and relevant non-domestic premises in England will need to arrange for the collection of the core recyclable waste streams, with the exception of garden waste (glass, metal, plastic, paper and card, and food waste).
By 31 March 2026, local authorities will be required to collect the core recyclable waste streams from all households in England. This includes introducing weekly food waste collections for most homes, unless a transitional arrangement applies.
