Seminar objectives:

This seminar will focus on operational issues because remaining up to date with developments across the roads, highways and street lighting sectors is vital for those responsible for day to day service delivery. 
 
We will be hearing from speakers looking at operational topics including future funding, service improvement, asset valuation, pot hole repairs, lighting replacement programmes and insurance claims. There will also be contributions from HTMA who will share latest developments and the impacts of their work for local authorities. 
 
Delegates will also hear about issues of support services, partnering, as well as the important topic of codes of practice.
 
Reduced investment in the highways and lighting networks and limited public funds have led to a situation where local authorities must look at a variety of options for delivering services. By inviting a number of practitioners to speak, the audience will hear how services have been changed and improved in a range of councils, the approaches that have been most successful and problems that have been overcome.
 
Whilst working within tight financial budgets is a constant theme, there is recognition that both roads and street lighting services  are amongst the most important in the country and both can stimulate public opinion. There is no consistency about the reaction to dimming lights or switch off, to pot hole repairs versus a longer term approach or to the use of traditional or new materials. This is one of the reasons it is important to listen to  differing approaches taken under differing local circumstances and the speakers at this seminar provide such an opportunity. 
 
Learning from other professionals and councillors in similar circumstances remains vital and is a fundamental objective of APSE’s work and as such this seminar has been planned to ensure this occurs.
