When a council declares a ‘climate emergency; it is signifying the urgency which it places organisationally on tackling climate change. There has to be an understanding of what declaring a climate emergency can do, when to use it and how it can be used. This latest APSE Energy research publication provides guidance on the scope of climate emergency motions ( what will be included in the declaration ) and how to develop a coherent action plan through all levels of the organisation in the short, medium and long term. It also suggests the numerous platforms through which climate action can be addressed including financial planning, frontline services and of course energy efficiency and renewables.
